
On December 6, 1885 in Pavia, 17 cycling societies founded the Italian Cycling Union, which later became the Italian Cycling Federation. 140 years after that event, the FCI returned to the banks of the Ticino for the second Federal Council meeting of 2025, coinciding with the start of the Milano-Sanremo race.
At the Municipal Council Hall, Sports and Youth Policies Councilor Angela Barbara Gregorini opened the proceedings with a greeting: "Cycling is an excellent vehicle for tourism promotion, and we are honored to welcome the Federation back to where it all began". The Councilor then expressed satisfaction with Kirsty Coventry's recent election to lead the IOC ("as a woman and sports enthusiast, I cannot help but be delighted by this important achievement") and acknowledged the FCI's commitment to Paralympic activities. She particularly welcomed the election of Fabrizio Cornegliani to the Council, one of the leading representatives of Paralympic cycling and from Pavia.
President Cordiano Dagnoni, in his initial communications, besides thanking the Municipality for its hospitality and expressing satisfaction, on behalf of the entire Italian cycling movement, for Kirsty Coventry's appointment, illustrated the results of the recent UEC Congress, which confirmed Enrico Della Casa's leadership: "For the Italian movement, this is a source of pride. I wish the President and the entire board good work". Dagnoni then discussed the outcomes of the recent meeting with Minister Abodi, during which fundamental issues such as safety and sports facilities were addressed: "A cordial meeting full of interesting insights. The Minister showed closeness to our movement."
Below is a summary of the agenda items discussed.
TECHNICAL COMMISSIONS - The Technical Commissions that will operate in the next four-year period were indicated and will be published on the federal website once the components have definitively accepted. A Commission for the Statute was also appointed, which will work on updating the regulations, as per the electoral program, chaired by Lino Secchi.
FEDERAL HEADQUARTERS - The council approved signing a one-year lease contract with Sport e Salute for both the central and territorial federal headquarters.
SUSTAINABLE BUDGET - The process for creating a sustainable budget for the FCI has been initiated.
E-SPORTS ACTIVITIES - In the context of developing new forms of cycling, and in light of proposals to create an Italian junior e-sports championship, the Council mandated the elaboration of regulations and activity development.
TERRITORIAL TRACK CENTERS - The allocation of federal contributions to Track Centers and the Regions Trophy track, following the model implemented last year, was renewed, for a total annual amount of 150,000 euros.
ITALIAN CHAMPIONSHIPS - The 2025 Paralympic MTB Italian Championships were assigned to ASD Ciclo Club Spongano and the 2026 Cyclocross Championships to Team Guerciotti. The Youth Meeting was also assigned to Viareggio for 2025 and 2026 (SC Corsanico) and Senigallia for 2027 (ASD GS Pianello).
